To align with international practices in technical regulations and standards, since 2016 the Ministry of Housing and Urban–Rural Development has successively issued documents such as the “Opinions on Deepening the Reform of Standardization in Engineering Construction,” setting forth the long-term goal of having the government establish mandatory standards and industry associations develop voluntary standards. These documents also delineate a reform roadmap to progressively replace the fragmented mandatory provisions currently embedded in existing standards with comprehensive, mandatory engineering construction codes, thereby gradually establishing a “technical regulatory” system comprising technical requirements stipulated in laws, administrative regulations, and departmental rules, together with these full‑text mandatory engineering construction codes.
